Prop 2: Double the state's rainy day fund cap (ACA 20, Save for California's Future Act)

Prop 2 would let California save up to 20% of tax revenue in reserves instead of 10% and ease the spending cap.

A Yes vote means

The state must keep depositing into the rainy day fund until it reaches 20% of General Fund taxes (up from 10%).

A No vote means

Rules stay as they are: deposits stop at 10% of General Fund taxes (excess goes to infrastructure), required extra debt payments end after 2030, and deposits count toward the Gann limit.

Who pays: roughly even. Whose pocket it lands in: roughly even.
