Prop 3: Make the existing high-income tax (Prop 30/55 rates) permanent for schools and health care
Prop 3 removes the 2031 sunset on the top income-tax brackets (10.3% to 12.3%) paid by the top ~2% of earners, keeping $5B to $15B a year for schools and the budget.
A Yes vote means
The 10.3%, 11.3% and 12.3% brackets (Prop 30/55) stay in the state constitution permanently instead of ending after tax year 2030.
A No vote means
The extra brackets end after tax year 2030 and everyone above the thresholds pays 9.3% on that income from 2031.
Who pays: mostly billionaires pay. Whose pocket it lands in: mostly ends with poor and middle class.
