Prop 37: Loan program for middle-income buyers of qualified new homes (CA Middle-Class Homeownership and Family Home Construction Act of 2026)

Lets CalHFA sell up to $25B of revenue bonds to lend buyers of new homes up to 17% of the price; borrowers repay, taxpayers don't (per LAO).

A Yes vote means

CalHFA may sell up to $25B in revenue bonds (not required to issue the full amount) to fund 'middle-class homeownership loans' up to 17% of price

A No vote means

No new homebuying assistance program is created; CalHFA keeps existing smaller down-payment programs (MyHome, Dream for All)

Who pays: roughly even. Whose pocket it lands in: mostly ends with billionaires.
