Prop 44: Community clinics must spend 90% of revenue on program services

A union-backed measure would force nonprofit community clinics to spend 90% of revenue on care or pay a penalty.

A Yes vote means

Private nonprofit safety-net clinics must spend at least 90% of total revenue each year on health-care program services; non-care expenses (administration, etc.) limited to 10%.

A No vote means

The new spending requirement does not go into effect; clinics continue under existing federal/state reporting, averaging ~80% of revenue on health-care services.

Who pays: mostly poor and middle class pay. Whose pocket it lands in: mostly ends with poor and middle class.
